Electrical apparatus or machine is usually rated at the load, which it can carry without overheating and damage to insulation i.e. rating of electrical machine (transformer) is governed by the temperature rise caused by internal losses.

The copper losses in transformer windings depends upon the strength of the output current and core loss on voltage and thus these loses are independent of power factor and the transformers are rated in KVA instead of KW.
